Converted E-Bike Train Ban: What Parents Need to Know
The converted e-bike train ban covers NSW and Victorian trains. Learn what counts as converted, how to check your teen's bike, and what it means for you.
The converted e-bike train ban took effect in NSW on 1 November 2025, and Victoria's version on 21 December 2025. If your teen rides to the station and catches the train from there, it is worth knowing which side of the line their bike falls on. The checks below show what to look for, and where to go when looking is not enough.
Can my teen take an e-bike on the train?
A factory-built e-bike is still allowed on NSW and Victorian trains, subject to operator conditions. A converted e-bike, a pedal bike with a motor and battery added, is not. NSW writes its restriction around the bike's lithium battery; Victoria prohibits the modified bicycle itself.
What counts as a converted e-bike
Transport for NSW describes converted e-bikes as regular pedal bicycles that have been fitted with electric motors and batteries (transportnsw.info).
Victoria defines it in the regulations. A modified bicycle is a pedal bicycle modified to attach an electric motor, including one fitted with an external controller box, an external electric motor, or a battery not integrated into the frame and not affixed by a mounting plate. The example given is a battery attached by a hook and loop fastener, adhesive tape, a cable tie or a cord. The definition also covers an external motor attached to, in or as part of the rear wheel hub (Conduct on Public Transport Regulations 2025, S.R. No. 147/2025).
That last limb is where guesswork goes wrong. A motor in the rear hub looks factory-made, but under Victoria's definition it can still be a modified bicycle. Nor does it matter who fitted it: a professional install is still a conversion.
The rule in NSW
From 1 November 2025, converted e-bikes are not allowed on Sydney Trains, NSW TrainLink or Metro services.
The battery counts on its own. Transport for NSW is explicit that a converted e-bike's lithium battery is prohibited whether or not it is attached. Carrying it in a bag does not get around the rule.
Where it applies. Transport for NSW describes the ban as covering fare-paid areas including trains and platforms, and says concourses, lifts, escalators and bike storage areas outside the fare gates remain accessible. Community access gates are not affected.
The penalty. Transport for NSW states a penalty notice amount of $400, with a maximum of $1,100 (Transport for NSW).
Other e-bikes are not affected. Other e-bikes, shared e-bikes and mobility devices are not impacted.
Those are the operator's published descriptions. The regulation behind them is more technical about which vehicles and station areas are covered, and carries limited exceptions, including for riders who depend on the bike as a mobility aid. Check with Transport for NSW if that may apply.
This is not a ban on e-bikes on trains. It is a ban on one category.
The rule in Victoria
Victoria's regulations prohibit bringing a modified bicycle onto a metropolitan train, onto a V/Line passenger service, or into a compulsory ticket area, and prohibit being in possession of one in those places. Each offence carries a penalty of 10 penalty units, a value the state resets annually.
Factory-built e-bikes remain permitted, subject to conditions. Victorian regulations require electric bicycles to be switched off and prohibit riding or charging them on public transport and in compulsory ticket areas. A separate regulation prohibits bringing a bicycle through the first door of the first carriage, or holding one near it, unless folded. That is a rule, not a courtesy. On V/Line the conductor decides whether there is space, and on the Albury, Bairnsdale, Shepparton, Swan Hill and Warrnambool lines a bike must be checked in at a staffed station 30 minutes before departure.
How to check your teen's bike
These are indicators, not a legal test. They tell you when to worry, not when you are safe.
Look at how the battery is held on. Hooks, loops, tape, cable ties or a cord are listed conversion indicators. A battery integrated into the frame or fixed by a mounting plate points the other way, but does not settle it.
Look for an external controller box. A separate box mounted on the frame is a listed indicator. Its absence proves nothing.
Do not classify by motor position. A rear hub motor is not evidence of a factory build. Victoria's definition expressly covers an external motor in the rear wheel hub.
Check the history, not just the look. Find the original receipt, model and manufacturer records, then check whether the motor, controller or battery has changed since. A sticker tells you how the bike left the factory, not what happened after.
If the bike came second-hand, ask for records. A previous owner may have converted it. If its history cannot be confirmed, treat both its classification and its battery condition as unresolved.
If doubt remains, ask an experienced e-bike mechanic to confirm the original model and components, and check with the operator.
Why the rule exists, and what it changes at home
Both agencies link the restrictions to lithium-ion battery fire risk. Transport for NSW cites DIY installations, inadequate wiring, second-hand batteries and incompatible or poor-quality components. Transport Victoria cites poor wiring, low-quality parts and unsafe batteries.
The train rule is one piece of that. The bigger piece is at home. Fire and Rescue NSW, which calls lithium-ion batteries the fastest growing fire risk in New South Wales, sets out conditions worth working through as a household (FRNSW):
Charge and store on a hard surface that cannot catch fire, such as concrete or tiles. Never on beds, sofas, carpet or other soft furnishings.
Keep it out of bedrooms and living spaces, and clear of exits, hallways, stairwells and other escape routes. A garage, shed or carport works only if those conditions are met.
Keep blankets, clothing, paper and anything else that can burn away from it.
Do not charge when asleep or when nobody is home, and do not leave it charging unattended for long periods. As FRNSW puts it, you cannot smell smoke when you are asleep.
Disconnect from the charger once it is full.
Use the charger supplied with the device, or certified compatible equipment showing visible approval marks and the Regulatory Compliance Mark. A plug that fits is not proof of compatibility.
Keep a working smoke alarm or heat alarm where the bike is charged or stored.
Do not use or charge a battery that is swollen or bulging, leaking, overheating or mechanically damaged.
If a battery starts to smoke or emit flames, evacuate, close doors if it is safe, make sure nobody goes back inside, and call Triple Zero (000) from a safe location (FRNSW). The vented gases and smoke are highly toxic. Do not handle anything on fire. If anyone is exposed to electrolyte, debris, smoke, vapours or flames, seek urgent medical assistance. Cool burns under running water for 20 minutes; any burn larger than a 20-cent piece needs emergency care.
Work through the charging setup with your household and change whatever does not meet those conditions.
Frequently asked questions
What if the e-bike came from the shop already converted?
It is still a conversion. Victoria's definition turns on whether the bike started life as a pedal bicycle and had a motor attached, not on who did the work.
Can the battery come off and travel separately?
Generally, no. In NSW a converted e-bike battery is prohibited whether attached, disconnected or carried in a bag. Limited exceptions exist, including for riders who use the bike as a mobility aid and carry the required certificate, so check with Transport for NSW if that applies.
Does this apply in other states?
These are the NSW and Victorian rules. Public transport rules are set separately from road rules, so your state's road rules do not tell you what is allowed on a train. Check your operator's conditions before a trip that depends on taking the bike on board.
